第一条　为了促进我市经济持续快速协调健康发展,鼓励外来投资者在我市投资兴业,根据国家、省和徐州市有关规定,结合我市实际,制定本优惠政策。Ⅰ. In order to promote the economic continual, fast, coordinated and healthy development in our city and encourage outside investors to make an investment in our city, according to the relevant regulations of country, province and Xuzhou, we combine the reality of our city to make a preferential policy.　 第二条　凡外来投资入驻邳州市开发区的工业项目，固定资产一期投资额不低于3000万元,入驻其他园区的工业项目固定资产一期投资不低于2000万元。（投资强度应达到每亩120万元至160万元，下同）。Ⅱ. Income Tax for Enterprises(一)新办工业企业，固定资产投入1000—5000万元的，自经营之日起，企业所得税地方留成部分实行“两奖三减半”政策，即：前2年所征企业所得税地方留成部分全额奖励给该企业，后3年减半奖励。1. Policy for Collecting Fees　 (一)工业项目，各种行政性规费全免。1. Be free of any administrative fee for industrial project.　 (二)房地产开发小区建设项目，当年建筑面积达5万平方米以上的收取70%，3万—5万平方米的收取90%，3万平方米以下的全额收取。2. For real estate development and construction project, collecting 70% of administrative fee for construction area more than 50,000 that year, 90% for 30,000—50,000 square meters, and collecting fully for below 30,000 square meters.　 (三)商场、宾馆等标志性建筑，当年建筑面积达3万平方米以上的收取50%；1万—3万平方米的收取70%；1万平方米以下全额收取。3. There is great project of obvious induced effect to local socio-economic development, or accord with the new and high technology catalogue that the country issues, or increase posts, can discuss on everything. The policy is that the special thing can be specially done.第九条 权益保障市政府对外商投资的重大工商项目实行重点企业挂牌保护等措施，未经批准，任何单位和个人不得进行检查、评比验收等活动，不得采取查封帐户、吊销营业执照等强制性措施。Ⅸ. Safeguard the Rights and InterestsThe Municipal government will carry out the particular protection of the key enterprises invested by outside investors. Any unit or person should not carry out the activities such as inspection, comparison and appraisal, approval, as well as adopt the compulsory measures such as sealing up the account, canceling the business license without sanction.
